The Association's reply to the Law Reform Committee on their consultation paper on Stalking

The proposed legislation on stalking has profound implications on the professional practice of credit and collection management in Hong Kong. The Association also found it disturbing to see debt collection is being described in the paper as a form of harassment. If the proposed legislation is being passed as it is, then debtors may well use it as a legitimate means to avoid their obligations.
