Law Reform Commission
announced the report on Stalking. Debtors are identified as victims of
stalkers in the report.
"Debt collectors may
exert pressure on debtors or their referees, friends, relatives and
neighbours by using the following tactics." writes in the report.
-
frequent
calls at the home of the debtor leaving threatening cards;
-
pouring
black or red paint on the wall of the debtorˇ¦s premises;
-
filling
the keyhole of the debtorˇ¦s main door with gum, tooth-picks or glue;
-
sending
paper money for the dead by post or by fax to the debtorˇ¦s residence
or place of employment;
-
leaving
at the doorstep an urn which is used for holding the ashes of a person
who has been cremated;
-
publicising
the indebtedness of the debtor by putting up notices near his home or
place of work;
-
demanding
payment from the debtor in the presence of his employer, customers or
family members;
-
sending
unsealed debt recovery letters to the debtorˇ¦s neighbours or place of
employment; and
-
sending
demand letters by facsimile transmission to the debtorˇ¦s place of
employment.
