HKCCMA support the establishment of a licensing regime for the debt collection agencies but found the criminal offence of harassment to be unfair"

HKCCMA submitted its response to the Law Reform Commission on " The Regulation of Debt Collection Practices".

The response was based on a Survey that HKCCMA conducted among 15 agencies and  50 industry practitioners and organizations in August this year.

"Most respondents agreed the establishment of a licensing regime but found the criminal offence of harassment to be unfair to credit providers and debt collectors.  It is the majority view that Recommendation 1(a) in the consultation paper  was confusing and provided over protection on debtors"  said Mr.Bobby Rozario, vice-chairman of HKCCMA.
